On the occasion of the European Day for Data Protection, the National Institute of Communication Technologies (INTECO), in its mission of promoting and disseminating the culture of the information security, raising awareness and reporting on the protection of personal data, publishes this "Guide for Local Entities: how to adhere to the regulations on data protection" (you can find the full version of this guide in .pdf format as an associated document at the end of this page). It has been prepared by the Information security Observatory of INTECO with the cooperation of the Spanish Federation of Municipalities and Provinces of the Spanish Agency for Data Protection.
This guide aims to settle doubts and support professionals of Local Authorities, Regional Councils, Consells and Insular Councils in the implementation of regulations and in the compliance with the requirements resulting from the Spanish Law on the Protection of Personal Data (LOPD) and the new Regulation for Development (RDLOPD). The local governments, as administrations which manage and deal with the citizens’ personal data, are bound to ensure the fundamental right to personal data protection recognized by the Spanish Constitution.
The preparation of this guide represents a further step within the commitment of INTECO and its Observatory to the protection of data and the information security and within its spirit of providing services to public administrations, particularly to local entities, which is being reflected through the publication of the "Study on personal data security within Spanish Local Entities", the "Study on Information Security and e-Trust within Local Entities", the "Legal Guide to Video Surveillance", the "Legal Guide to Personal Data Protection" and the "Legal Guide to Privacy and Secrecy in Telecommunications".
